\nOttawa, le 18 septembre 2012<\/strong><\/em> \u2013 Le Bureau International d\u2019\u00c9tudes pour la Paix et le D\u00e9veloppement (BIEPD) est tr\u00e8s pr\u00e9occup\u00e9 par l\u2019instabilit\u00e9 r\u00e9currente dans l\u2019Est de la RDC, laquelle affecte l\u2019ensemble de sa population, en plus de menacer sa stabilit\u00e9, son int\u00e9grit\u00e9 territoriale ainsi que l\u2019unit\u00e9 de son peuple.\u00a0 Le BIEPD consid\u00e8re que la seule voie pour une solution durable pouvant apporter la stabilit\u00e9, la paix et le d\u00e9veloppement en RDC, est un dialogue intra-congolais qui devrait se tenir sur le sol congolais,\u00a0 regrouperait toutes les couches de la soci\u00e9t\u00e9 congolaise et dont le financement proviendrait avant tout des Congolais eux-m\u00eames (locaux et diasporas).<\/p>\n

La guerre dans l\u2019Est de la RDC a fait plus de 6 millions d\u2019innocentes victimes et des millions de d\u00e9plac\u00e9s. C\u2019est un d\u00e9sastre humanitaire inacceptable dont les effets touchent toutes les couches de la population \u00e9tant donn\u00e9 que cette guerre affecte non seulement le budget de l\u2019\u00c9tat mais aussi son \u00e9conomie dans son ensemble. L\u2019instabilit\u00e9 r\u00e9currente en RDC a des sources diverses, dont notamment l\u2019absence d\u2019un \u00e9tat de droit et la faiblesse de ses institutions r\u00e9publicaines d\u00e9coulant des \u00e9lections contest\u00e9es de novembre 2011, lesquelles \u00e9taient entach\u00e9es d\u2019irr\u00e9gularit\u00e9s graves, selon plusieurs observateurs nationaux et internationaux. Jadis l\u2019apanage de la r\u00e9gion Est de la RDC, l\u2019instabilit\u00e9 semble aujourd\u2019hui gagner du terrain en atteignant d\u00e9j\u00e0 le centre du pays avec une tendance \u00e0 la g\u00e9n\u00e9ralisation. Le probl\u00e8me \u00e9tant global, la solution devrait \u00eatre aussi globale afin d\u2019en arriver \u00e0 une stabilit\u00e9 et une paix durables. Ainsi, le BIEPD estime que la solution \u00e0 la crise congolaise ne devra venir que d\u2019un dialogue franc entre Congolais. D\u2019o\u00f9 la n\u00e9cessit\u00e9 de la tenue d\u2019un Dialogue National Souverain (DNS) en RDC et financ\u00e9 avant tout par les Congolais eux-m\u00eames.<\/p>\n

A ce sujet, le BIEPD se propose de r\u00e9unir, un certains nombre d\u2019expert(e)s congolais(e) afin de discuter de la proposition d\u2019une feuille de route de sortie de crise actuelle en RDC et les modalit\u00e9s pratiques de l\u2019organisation du dialogue national.<\/p>\n

Le Bureau International d’\u00c9tudes pour la Paix et le D\u00e9veloppement (BIEPD) a pour mandat d\u2019informer, de sensibiliser et de soutenir les efforts de paix et de d\u00e9veloppement \u00e0 travers la plan\u00e8te. Le BIEPD entend contribuer \u00e0 la gestion et \u00e0 la pr\u00e9vention des conflits arm\u00e9s \u00e0 travers la plan\u00e8te et aider les populations \u00e9prises par la guerre civile \u00e0 se prendre en charge.<\/p>\n

\nPress release from\u00a0The International Studies Bureau for Peace and Development (ISBPD) regarding a Sovereign National Dialogue on the future of the Democratic Republic of Congo (DRC).<\/strong><\/p>\n

Ottawa, September 18th 2012<\/strong><\/em> \u2013 The International Studies Bureau for Peace and Development (ISBPD) is very preoccupied by the recurrent instability in the east of DRC, which affects its whole population, in addition to threatening its stability, its territorial integrity as well as the unity of its people. ISBPD considers that the only way for a lasting solution that can bring stability, peace and development in DRC is an intra-Congolese dialogue which should be held on the Congolese soil, would regroup all components\u00a0 of the Congolese society and for which the financing would come first of all from the Congolese\u00a0 themselves (Local and Diaspora).<\/p>\n

The war in the east of DRC has killed more than 6 million innocent victims and has also resulted in millions of displaced people. It is an unacceptable humanitarian disaster which affects the entire population given that this war does not only affect the government budget, but its whole economy.<\/p>\n

The recurrent instability in DRC has various origins, among them the noticeable absence of a state of law and the weakness of the institutions emanating from contested elections of November, 2011, which were tainted with serious irregularities according to several national and international observers.<\/p>\n

Traditionally restricted to the east of DRC, instability seems today to gain broader ground by already reaching the centre of the country with a tendency to generalize. Given that the crisis is nationwide, its solution should also be nationwide to reach a stable and durable peace. Therefore, ISBPD thinks that the solution to the Congolese crisis will only come from a frank and sincere dialogue among Congolese. This justified the necessity of a Sovereign National Dialogue (SND) in DRC, financed by the Congolese themselves.<\/p>\n

Given the above, ISBPD offers to unite a certain number of Congolese experts to discuss steps for DRC to get out of the actual crisis and the practical steps for the organization of a national dialogue.<\/p>\n

The International Studies Bureau for Peace and Development (ISBPD) mandate is to inform, sensitize and support efforts of peace and development across the world. The ISBPD intends to contribute to the management and prevention of armed conflicts across the world and to help populations affected by the civil war to recover.<\/p>\n
